The project

The project “The Margins of the State in the Pandemic: peripheral experiences of human (in)security in Brazil” began in August 2020, when Brazil surpassed the 100,000 mark as a result of the COVID-19 disease and had more than 3, 11 million confirmed cases. In total numbers, only the United States surpassed this mark and the new coronavirus arrived earlier there. In relative terms, considering the demographic data and the national contagion curve, the country stood out as the most serious case in official records.

At that time, it was already clear that the populations most affected by COVID-19 were residents of the periphery. However, there were still numerous limitations in the part related to gathering information about the effects of the pandemic, especially in peripheral communities. This project was a response to this context.

The result of a partnership between the Center for Studies in Conflict and Peace (CCP), linked to the Center for Research in International Relations (NUPRI) of the University of São Paulo, and the Perseu Abramo Foundation (FPA), through the Reconexão Periferias Project, this The project aims to make a diagnosis of the situation of the peripheries throughout the COVID-19 pandemic in Brazil based on testimonies of actors that make up the various Brazilian peripheries. At the same time, it seeks to analyze the responses given to the pandemic in these peripheries, both by the public authorities and by the actors of the communities themselves.

The background of the research is the scenario of human (in)security in Brazil. We understand that the problems generated by the Covid-19 pandemic do not just come from the disease and its contagion, but from the structural and pre-existing fragility of human security in the country, which were only aggravated by the current crisis context. At the same time, we understand that, given the multidimensionality of human security, the priorities given by governments to each of these dimensions do not necessarily respond to local demands. In this context, listening to the actors residing in the periphery is crucial, as only then is it possible to obtain a realistic and contextualized diagnosis of the problems faced and, thus, to think of adequate responses in line with local demand.

Specific project objectives include

Understand how different peripheries have the COVID-19 pandemic triggered by the new coronavirus from their narratives
Map different practices of these communities in response to the effects of the pandemic, especially in terms of emergency measures;
Identify emergency response best practices and how they can inspire and influence emergency responses at national and subnational scales
Rethink the concepts that permeate the debate on human security, including the ideas of security, peace, development, empowerment, freedom, needs, citizenship, among others, as well as the relationship between the State and the periphery.
Foster the connection between these different peripheries and the academy (including at an international level) through the sharing of these narratives (both in the version of direct testimonies and from the results of research);
Subsidize the government with qualified information, aiming at improving emergency government responses in the periphery through participatory practices and dialogic construction of knowledge;
Contribute to the propagation of support networks and strategic actions for public policies, with a view to improving the living conditions of the periphery;
